Default Syllabus plan status is draft and can be modify any value freely.
Preparing SyllabusPlan
Is validating some conditions.
Another Syllabus Plan is already in 'Preparing' status for this Trade and Year.
This process will generate the All TopicExecution for each Subject for each Topic for each instructor's based on AcademicSession.
If validation got success then
Syllabus Plan moved to Preparing status", "PREPARING
Approved SyllabusPlan
At this moment
All TopicExecutions required to submit proposedDate!
Problem: TopicExecution need to submit monthly! As they state! But initially decieded to to fill up Annually.
